How to Cut and Fold Tissue Paper for Pom Poms

First, flatten the tissue paper completely. You’ll need 10 sheets of 20-inch by 20-inch tissue paper

  1. Divide the stack into two groups of 5 sheets each. Set one stack aside for later. 
  1. Fold the first stack accordion-style, making sharp, even folds. 
  1. Once folded, cut the strip into two pieces—one should be 14 inches long, and the other should be 6 inches
  1. Take the 6-inch piece and fold it in half “hamburger style” (that’s folding it width-wise). Then, cut along the fold. You’ll now have two smaller sections with 5 sheets each. These will become your small pom poms
  1. Now, grab the other stack you set aside earlier. Fold it accordion-style and cut it in half to create two 10-inch pieces for your medium pom poms. 

By the end, you should have: 

  • 1 large pom pom (14-inch) 
  • 2 medium pom poms (10-inch each) 
  • 2 small pom poms (6-inch each) 

How to Secure and Fluff Tissue Paper Pom Poms 

Now comes the fun part—securing and fluffing your pom poms to make them look full and vibrant! 

  1. Grab floral wire (or any strong wire like 22-gauge jewelry wire). Place it at the center of your folded tissue paper. If you’re unsure, use a ruler to find the exact middle. 
  1. Twist the wire tightly around the center of the fold to hold it in place. 
  1. Take your scissors and round off the corners of the tissue paper. This gives your pom poms a soft, petal-like look. 
  1. Carefully begin fluffing the pom poms. Gently pull up the first layer of tissue paper towards the center. Start from the base of the paper, not the tip, to avoid tearing. 
  1. Move to the other side and repeat. Keep pulling layer by layer until all five layers are fluffed
